No option to promote project label to group label

Summary

The option to promote project labels to group labels as per our doc is not available in the project label list page on GitLab.com.

Steps to reproduce

1. Create a group
2. Create a project nested within the group
3. Create a label at the project level
4. Navigate to the project label list page
5. Look for control/option to promote label to group label

(Assumed: user has Reporter or higher and Silver or higher)

What is the expected correct behavior?

User should have the option to promote the project label to group label
