Adding Scoped Labels in Issue/MR Comments is Wonky

Problem to solve

Scoped labels are difficult to add in issue and MR comments. I've noticed three issues:

  1. You must put quotes around the scoped label, but this is not obvious.
  2. When you start typing /label ~... and use colons the search box returns no results. (See screenshots below)
  3. Search results seem limited even before the colon, for example if you type /label ~group you only see activation, adoption, apm and cannot scroll down to see any other groups.

Proposal

Should work like adding other labels, quotes should be added automatically, searching should work seamlessly and include colons.
