Why is performance bar sticky?

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

I like leaving the perfbar enabled
I don't like sticky headers, particularly ones that aren't relevant (hint: most are not)
I seldom/never need perf bar info after I've started scrolling the page
When I do need it, scrolling up is easy

Non-sticky perf bar would:

• simplify CSS (no more .perf-bar-enabled conditional styles
• save valuable screen real estate
• untold other benefits
