Product discovery for merge request reviewers

Problem to solve

Assignees don't seem to be the same things are reviewers. The assignee for the merge request should probably always be the person responsible for working on the merge request.

It has been proposed to investigate treating reviewers as their own type of assignee specific to code review.

Proposal

Create exploratory wireframes of workflow that allows reviews to be requested, and what an end to end workflow looks like that improves communication of who is responsible for which elements of a merge request.
