Can't set weight on newly-created issue in board

I'm having the issues for group board (Self-hosted GitLab Enterprise Edition 11.10.4-ee). Sub-problem of #11021 (closed), ping @smcgivern.

Create new issue, click on it to open sidebar, assign weight. Changes wont be applied. Workaround: refresh after creating new issue.

@smcgivern: I can reproduce this! Can you please create a new issue in this project for that and ping me?
