Upgrade to 8.13.1 results in assets not loading

Summary

Some assets fail to load after upgrade

Steps to reproduce

• Using RHEL 6 x86_64 omnibus rpm, upgrade from 8.12.7 to 8.13.1 (both EE)
• Upon completion some assets fail to load
• gitlab-ctl restart does not resolve issue

Expected behavior

Should load as normal, been through several upgrades without issue before

Actual behavior

Page fails to load with css and some images

Relevant logs and/or screenshots

Will try to add soon (our network blocks attachment uploads)

Possible fixes

Downgrade package to 8.13.0 seems to work
