Related issues across instances
Problem to solve
We already have the Related issues feature. However it only allows to link issues on the same GitLab instance. To help with federation efforts (https://gitlab.com/gitlab-org/gitlab-ee/issues/6468) we could support linking to GitLab issues on other instances.
Intended users
Everybody who uses issues.

This helps for interaction with customers or between different open source projects.
Proposal
Support pasting URLs such as https://framagit.org/peppercarrot/gitlab-renderer/issues/1 which is then displayed as related issue:
Permissions and Security
- instance admins whitelist domains of other GitLab instances
- otherwise same permissions as for related issues apply
