Don't reset filters when switching issue boards

After filtering an issue board for a milestone, it's annoying to have that lost when switching to another issue board.

Don't reset filters when switching issue boards (unless filters are stored in the issue board definition, in which case you'd use the saved ones and still not reset)

Probably better solved by #1154 (closed), but if for some reason we don't do that, then this is another option.
