Issue Weight will order non weight issue's first and more...

Hello when trying out Gitlab EE we mostly looked into the issue weight.

We think that it misses 3 things:

• Issue Sort Order will sort Issue's without a Weight before Issue's with one under sort=weight_desc. However I think asc/desc should both put issue's without a weight last
• Weight of an Issue's needs to be updated inside the Issue and can't be updated like the Milestone/Label as a group of multiple issue's
• Weight of an issue is not taken into Account on the Board. It will always put the first moved issue on top and not the highest weighted.

At the moment I don't see any reason to set a weight, since it's not taken into account anyway.
