Missing test coverage: Support Bot cannot use quick actions

The Support Bot for Service Desk is not allowed to use quick actions when it creates issues.

It was noted in !12127 (merged) that there are no tests that assert this behavior

    I think no specs failed when we commented this line previously right?

    If so, I think we should create an issue for missing test coverage related to support bot and quick actions.
