Group project templates should be a Silver/Premium feature - feature discovery

While working on https://gitlab.com/gitlab-org/gitlab-ee/issues/10926 the concerned was raised regarding feature discovery: https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/10678#note_164867430

@jeremy what is your opinion regarding this problem? How it should behave if someone does not have this feature in their plan?

If group templates are not enabled, we hide the "Group" tab. We should confirm that this is what we want or if we should keep it there for discoverability (and upsell?)
