License Management icons are confusing

In the Merge Request Security Widget (and other places), we use the same icons for different meanings. This is confusing for the users:

I suggest keeping the current icon set for the same meaning: licenses being introduced or removed. The sections of this widget should have a coherent behavior.

Approved or disapproved info could be handled just by organizing the section differently, with for example 3 columns or rows (approved, blacklisted, need decision). The later could be useful to make the user understand GitLab needs to know their decision, and we could even imagine having actions buttons directly there.
