Deployment jobs broken as of 11.10.0

After updating to 11.10, I get the following error message on deployment jobs.

The two common failure reasons per docs don't seem to apply in our case.

We have two projects that are configured to deploy to the same cluster, using the same token (which has the clusteradmin role).

• Project A deployment works as before, and there is no "preparing" stage for deployment jobs.
