Clean 3 months deadline on group projects template

https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/10678 introduces 3 months grace period for namespaces on lower plans (free and bronze) that already have group project templates set up. After 3 months it can be cleaned up as they will no longer have access to this option.
