Expand capabilities of public MR endpoint
The Problem
For the Visual Review App (#10761 (closed), &960 (closed)), we have sequenced an iteration where users will be able to post screenshots of the application into the form and another where we will want to be able to add other data to the post, such as a link back to the review app with a particular location highlighted.
To support these we will need to expand the data accepted by the endpoint to a full request body, instead of limiting the body to a string passed as a URL parameter.
