Docs - product feedback: To 'Security Dashboard' feature, provide an ability to add a comment to 'Dismissed Vulnerability'

The Security Dashboard let's engineers dismiss vulnerabilities, as described here: https://docs.gitlab.com/ee/user/group/security_dashboard/

For posterity and to enable collaboration, it is very important for whoever dismissed the vulnerability to add a text-comment explaining their reasoning for dismissing a vulnerability. The comment should be stored along with the dismissed vulnerability state you maintain.
