license-management container missing `pip`

https://gitlab.com/help/user/project/merge_requests/license_management / https://gitlab.com/help/ci/examples/license_management.md state that Python with pip is supported and that all you need to do is include: template: License-Management.gitlab-ci.yml.

However, the license-management image doesn’t contain the pip module: https://gitlab.com/Freso/lbscrobbler/-/jobs/193088734 causing the license_management step to always fail if you make any calls to pip in before_script.

(Opening issue here because that’s what https://gitlab.com/gitlab-org/security-products/license-management/blob/master/CONTRIBUTING.md said to do. Please let me know if elsewhere is more appropriate.)
