Issue templates in GitLab.org are too long

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

The issue templates in GitLab.org (for CE and EE in particular) are too long, in particular to create a feature proposal.

This creates friction for anybody, in or outside GitLab, to create an issue. How can we address this from a product perspective?

Should we use checklists / tasklists or some other flow to support this process?
