Merge request "Opened" time tooltip is in UTC, all other time tooltips in local time.
Summary
When hovering over the time since a MR was opened, the tooltip is in UTC. All other "X hours/days ago" tooltips give a time in the user's local timezone.
Steps to reproduce
Hover mouse over "Opened 1 hour ago" at the top of a merge request page
What is the current bug behavior?
Time displayed in UTC
What is the expected correct behavior?
Time displayed in the same time zone as other time tooltips on the page, such as the time since the MR was merged, or the time since a comment was added to the discussion.
