Expose previous stages metrics to the current job

Problem to solve

With #9788 (closed) we added a report type for metrics, reported at the end of the pipeline in the Merge Request widget

However, as a user, I may want my pipeline to act differently (different tests, alerts, etc.) depending on the results of a given set of metrics. Thus, it would be ideal to have easy access to the metrics in downstream jobs.

Permissions and Security

Metrics from protected jobs should only be in protected pipelines - but I believe this security will be handled by our default protected pipeline security today.
