Remove extra multiple assignees logic in Related MRs widget after multiple assignees are merged into master

Remove Related MRs widget assignee logic after multiple assignees for MRs feature is being merged into master.

In MR !10484 (merged) I added a future compatible logic, but we should remove it and simplify our codebase when the multiple-assignees for MRs in master.
