Add "Scoped labels" section to Labels page

If we change the design of the scoped labels to remove the :: (for the end-user), there won't be any way to search for them on the labels page.

We could add a section (similar to Prioritized labels, or maybe add a tab at the top (we currently just have All and Subscribed
