Quick actions on epic doesn't include ancestor group labels

Reproducer:

• create a group1 and a sub group group2 in group1
• create an epic epic1 in group2
• create group label label1 in group1
• go to epic1 show page
• you can add label1 when editing labels on the right panel
• you don't see label1 in label dropdown of quick actions when typing /label ~

The reason is that we probably don't include ancestor group labels when fetching quick actions labels (right panel sends (right panel sends extra param include_ancestor_groups=true).
