Welcomes screen broken on Internet Explorer with GitLab 11.8.3-ee

Hi,

We are using GitLab 11.8.3-ee version and the "welcome screen" is broken after login with Internet Explorer 11 on Windows 10:

It happens only if I don't have any project. Any other part of web interface looks fine. Is there any fix to solve this issue?
