Merge request approvals feature flag documentation is confusing

The instructions at the top of the merge request approvals documentation are for enabling the new multi-group approvals feature and UI.
However, the way it is currently worded causes some people to think that they need to run the commands stated to enable the feature.
Further details
A customer I talked to on a support ticket had this assumption and later asked for a command to disable the feature (Zendesk, internal use).
Proposal
Mention specifically that the Feature.enable(:approval_rules) command is to enable/disable the new UI. Also mention the difference between the old and new UI so that administrators can choose the best option for their instance.
