Geo: Figure out what's needed to avoid password prompt for AWS RDS

There is a script in doc/administration/geo/replication/external_database.md which prompts password for every command when AWS RDS is used. There should be an option to pass the password to psql through gitlab-psql. This issue includes the fix to the documentation and to the code if needed.
