Consider showing notes globally when searching for comments with elasticsearch enabled

Elasticsearch indexes notes, but global search queries with elasticsearch enabled do not allow users to select the notes scope.

Only project-level searches show the Comments scope

Do a global search. Note that no Comments scope is not available

Search::GlobalService needs modifying in EE to add the note scope

We should also verify that the queries generated are correct since it doesn't seem we've ever had this available
