Allow for customize of Submit Feedback link

Problem to solve
Customer would like to be able to customize the Submit Feedback link on a self-hosted instance of GitLab EE so it directs to their internal support system.
Would like the ability to be able customize the help/question icon in the main UI to point to internal help/ticketing link. Right now the "Submit feedback" link points to gitlab.com. We need a way to have a custom link either there or another Row in the dropdown.
Intended users
Unknown -- all users would use the modified link, but it mostly benefits Sydney as the System Administrator
