Bookmark searches

• Throughout GitLab, have a way to bookmark searches.
• In the first iteration, start with the ability to bookmark a recent search.
• A bookmarked searched is persisted to the database per user.
• This is saved per area of GitLab, per group and per project. So for issue lists, mr lists, epic lists, issue boards, and even issue analytics. See https://gitlab.com/gitlab-org/gitlab-ee/issues/7479. In this issue, we focus first on issue lists only.
• So the benefit is that per user, you can have saved searches, across different devices/logins when using GitLab. For example, as a Product Manger for Plan, I always can refer to a few relevant filters for myself.
