Issues created with Auto Remediation cannot be turned public

Summary

When I create an issue for a vulnerability, it sometimes doesn't allow me to turn off the confidential flag.

It happened also that it was possible a few times, then it stopped working.

Steps to reproduce

Open an issue from a vulnerability, then try to disable the confidential flag.

What is the current bug behavior?

Turning off the flag is ignored.

What is the expected correct behavior?

Turning off the flag is applied.
