Footer message covers actual site content

Summary

When the Footer message feature is configured and in use it will cover other site information. This can best be described with a screenshot of it in action on the epic roadmap page in the screenshots section.

Steps to reproduce

Configure a footer message and then go to a page that has data near the bottom of the page.

Covers other information being displayed on the page

What is the expected correct behavior?

See both the footer message and the content of the page.
