Users can't create issues from vulnerabilities when issues are not enabled in the project

Problem

When a vulnerability is found within a project that does not have issues enabled, users cannot create an issue to begin a manual remediation workflow.

Solution

• Notify the user that they cannot create an issue with issues disabled in the project
• Allow the user to select which project they want to create an issue in from the more info modal
