Can't accept Merge Request because of approvals configured in Free Plan

Summary

Can't accept a Merge Request because is asking for Merge Request Approvals that were configured when I have the Bronze Plan but then I downgrade to Free Plan. Now I can't remove the approvals requirement because I'm in the Free Plan so I don't have access to the option in the Project Settings.

This was not happening before.

What is the current bug behavior?

I can't accept a Merge Request.

What is the expected correct behavior?

It should let me accept the Merge Request despite the configured requirement of approvals configured before, like was working before last version.
