Approver disappears when making merge request

I've setup a project with 3 approvers, with me as one of them. At least 1 approval is required.

When I'm creating a new merge request to the master branch I see the 2 others as approvers. But after I created the merge request only 1 user can approve, not the expected 2.

Steps to reproduce

1 - Create a new project with 3 approvers, one being yourself, no CODEOWNER file is present.

2 - Create a new branch and create a merge request from this branch to master. Set the 2 other users as approvers (as default project settings for us).

What is the current bug behavior?

Video of the bug (45 seconds, 9mb) When opening the newly created merge request only 1 user shows up for approval, instead of 2.

What is the expected correct behavior?

Both users set as approvers should show up.
