Notify users when they have setup security jobs correctly

Users do not get the proper feedback when they have set up a security job properly for the first time.

User story:
As someone responsible for setting up the security jobs within my organization, I want to know I've set up the job correctly and that it's running, so I can be reassured that my project is secure.
Proposal:
When a user configures/activates a security job (SAST, DAST, Container Scanning, Dependency Scanning) for the first time in a project, notify the user that they have done this properly.
