Move scheduling Prometheus updates from controller to alert services

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

Currently, if an alert has been modified we schedule a Prometheus update in the AlertsController

• update action
• destroy action

We should consider to move this update logic into alerts services similar we've done in metrics services.
