Remove a backend limit for report types

In 11.9 we're adding a scope on Back-End side for report types that are shown on Group Security Dashboard. https://gitlab.com/gitlab-org/gitlab-ee/issues/9393

After we add all report types to the Group Dashboard, this code becomes useless.
