Adding comments to unchanged code of a large file in Merge request - Hard to navigate.

Summary

When on a merge request and need to add comments to a part of a file (a big file, 1,000+ lines) we just show the lines of codes that have changed. If one needs to add comments to a part of the file that has NOT changed, its tough (many clicks) to get there. Please see images for an example:
