Promote issue to epic with a button in the sidebar

Right now we can do this with a quick action, i.e. https://docs.gitlab.com/ee/user/group/epics/#promoting-an-issue-to-an-epic.

But perhaps it makes sense with a button as well, probably below the move issue button in the sidebar.
