Rename product analytics to intelligence docs

Some instance-level analytics features are dependent on usage ping
being enabled. Previously that was not entirely clear in the usage
ping documentation. This intends to clarify that dependency.

The previous URL had two drawbacks:

1. It didn't match what the title was about (`Assignments to DevOps
   Stages and Groups`, and the anchor was `#designated-technical-writers`).
2. It didn't account for the other sections, like development and API
   guidelines.

These pages don't have owners, but still need instances of future
tense scrubbed out.

Add none/unassigned metadata to pages.

This MR moves the docs from telemetry to product_analytics

Remove instance_statistics_visibility_private
from list of application settings as this
column is ignored and will be dropped

Remove event tracking docs
Remove telemetry folder docs
Add development telemetry docs

Add a new metric that records issues manually
created from alerts

Labels are group or project scoped

Removes all the code related to JenkinsDeprecatedService

Remove influxdb views and documentation. Influxdb is scheduled to be
removed in 13.0

- Clusters with a management project associated

Change whitespace to allow for shorter lines
to increase readability

Previously the usage statistics documentation did not mention proxy
configuration. Proxy mis-configuration is a common cause of usage
statistics failing to be reported, which can cause other features
(like DevOps Score) to be non-functional. This adds a brief note about
proxy configuration to the top of the usage statistics documentation.

Also fixes violations of the new rule.

Includes metric 'users_created' to report distinct number
of users created within the time duration.

This commit contains two types of fixes.
1) Sentences with two spaces after the period, which is disallowed
in GitLab's style guide

2) Usage of 'Node.JS' - not only does this usage trigger the
sentence spacing rule, it's actually incorrect according to the
trademark. It should be 'Node.js' in sentence case - this usage
also passes the sentence spacing test, since it only looks for
capital letters immediately following a period.

The URLs needs hyphens now, so did a find and
replace to add them.

- we should enhance the documentation here so we aren't
  operating in the dark as to the basic process flow.

This changes any mention of gitlab-ce to gitlab-foss, and any mention of
gitlab-ee to just gitlab.

Some admin_area docs were missing the Core Only badge

Some markdown headers needed tweaking to adhere
to standards, including blank lines above and below,
only one space after hash, first header should be
h1, and only one h1 per doc

Previously, we used brackets to denote the tier badges,
but this made Kramdown, the docs site Markdown renderer,
show many warnings when building the site. This is now
fixed by using parentheses instead of square brackets.

This was caused by [PREMIUM] looking like a link to
Kramdown, which couldn't find a URL there.
