Please use new user_type column if needed

users.bot_type column is removed in favor
of users.user_type

We already removed all the code that was using this column so we
ignore this column in preparation for removal

With new generalized `user_type` column
usage of separate bot_type is not justified.
So we make bots functionality dependent on
user_type column

Third step of the plan of moving state:string column
to state_id:integer.
The state_column will be removed by a migration in the next release.

- Also includes db migration to track duplicated reference

These aren't used in CE, but it's safe to include them.

And remove Gitlab::Ci::Trace#deprecated_path as it relies on ci_id
