- Adds the shared confirm danger modal trigger
  button to the remove project fork form
- Wire the new modal button to the edit project form 
- Reinstates the remove fork project feature
  spec in `forked_project_settings_spec.rb`

This replaces the project delete modal and button
with a Vue component in preperation for future
changes to the modal.

We want to use the same functionality and styling in the import file
picker, so refactor the AvatarPicker into a generic FilePicker so that
this can be easily reused.
