of a user (being either active or awaiting).

This adds a new button for signed-in users to the user popover to follow
(or unfollow) the user shown in the popover. The goal of this is to
greatly reduce the friction to follow (and unfollow) a user and make the
following feature more widely-adopted. Previously, you had to visit the
profile of the user you are trying to (un)follow and see the button in
the top right of the page.

This also allows you to quickly determine whether or not you are
currently following a person.

This modifies the Members::ActivateService to also accept a `user` and
modify all membership states of the user for the group and projects
within the group.
This is required for an API that will be used on the UsageQuota page to
toggle membership states per user.

This Service will be used to set memberships to awaiting. The opposite
service already exists with Members::ActivateService.
It handles the case to change Group and Project Membership state for a
user.

When a tag is selected, its details are fetched. If it has an included
message (it is an Annotated Tag), and the new checkbox is selected, the
tag notes are included in the following format:
