This adds two UI behaviors to the pipeline editor's Validate tab:
- A popover that appears when hovering over the help icon.

Use i18n methods to replace raw string.

- Add feature flag, git_abuse_rate_limit_feature_flag
- Add licensed feature for Ultimate, git_abuse_rate_limit
- Add columns to application_settings table to configure
the max number of repos a user can download within the
specified time period before the admin is alerted and they
are possibly banned

This commit introduces the refactoring of the codeQuality
inline findings. CodeQuality Issues are no longer displayed
in a popover rather in the diff_view itself, the codeQuality
findings Indicator has also been updated. The changes are currently
living behind the refactor_code_quality_inline_findings flag.

- previously when a user tried to navigate
  to the vulnerability report that had
  a cluster agent query in the URL, it
  wouldn't apply the cluster agent
  filter because the agents were
  retrieved async
- calling the method 'processQuerystringIds' manually
  when the options get updated fix this issue

- Personal projects are those which are directly attached to the user's
   personal namespace
- Create a presenter to house a lot of the logic, attributes, & text
- Use the `Users::Callout` model to record that the banner has been
   dismissed by the user and don't show it to them again
- Use the mechanisms supplied by `persistent_user_callouts.js` to
   connect the dismiss button to the `/-/user_callouts/` endpoint
- Add specs for the new presenter & feature specs to exercise the full
   behavior
