This makes ProjectSelect a bit more flexible by adding the ability to
include projects from subgroups when fetching data. This also allows for
passing an HTML label when the label needs to be formatted.

- now that all the errors have been converted to pajamas, remove
  the option to not use pajamas

Update section headers in Admin / Application Settings / Templates to
expand/collapse on click/tap.

CSS classes settings-title, js-settings-toggle and
js-settings-toggle-trigger-only are added to header/h4 elements. This
enables the expand/collapse behavior on on-click / on-tap.

Project Settings headers (h4 elements) expand/collapse on mouse-click
/ tap and using the Expand/Collapse button. Most h4 headers in Admin
/ Application Settings pages do not expand/collapse on mouse-click /
tap, but only using the Expand/Collapse button. This may seem
inconsistent to the user.

Our UI description of file template repositories left a LOT to be
desired. Add helptext. Add links to documentation. Make clearer what
the feature actually IS, and why you'd want it.

Externalizes submit "Save changes" message and
