Ensure code quality runs and there is always
an artifact to compare against for both docs
and code.

Also make use of the logic in lint-doc.sh to only
generate code quality warnings for changed files in MRs.
Do not run on default branch pipelines either, to avoid
impacting code quality MR widget for code MRs

Always export the artifact, for troubleshooting, and always
run the code code_quality job, so it doesn't report
the code violations resolved

Add a removals template and example yml

Reformat all removals yml to match expected format

Use **/* to check all files and subdirs

This file needed to be updated; it's causing a test to fail. I can't
guarantee it'll fix all of the pipeline failures but it'll fix
this one.

Add deprecations and removals to named folders with version subdir

Compile Deprecations with 14.6 updates

Add spec to deprecation handling
