This cop flags use of global `require` in rake files.

Load dependencies lazily in `task` definitions instead.

This allows Cross-origin requests /-/jira_connect/ routes.
It needs to be allowed because GitLab.com will serve as a proxy
for self-managed instances that want to use the GitLab for Jira app

We use the jira_connect_proxy_url application setting to controll the
Access-Control-Allow-Origin header and avoid using '*'
