Be removed the FK in order to fix the values in
work_item_types.id

Now that the values are fixed, and the BBM that
fixes values in all issues.work_item_type_id
records, we can finalize the BBM and
add the FK back to the column

This fixes todos from wiki page mentions not appearing in the todo
lists for users. They count towards the total in the todo tab badge
in the todo list view, but they're not visible as entries in the
listing.
