This reverts merge request !164353

This reverts commit 2f8b10dd.

The [job template](https://gitlab.com/gitlab-org/quality/pipeline-common/-/blob/8.21.0/ci/base.gitlab-ci.yml?ref_type=tags&blame=0#L131)
that `release-environments-qa` job uses have `retry:when` configuration,
thus we need to override it to always retry the job.

* Adds missing optimize fixtures to pipeline execution
* Prevents EE from running the same fixtures twice

This commit allows running a pipeline with
BUNDLE_GEMFILE: Gemfile.next if pipeline:run-with-rail-next
label is set

Changes in test/web_test.rb are introduced in
https://github.com/sidekiq/sidekiq/commit/94b998bff90ee4dd2e29a6be07e8c7fd1d27a89c.

This fixes an oversight related to this comment:
gitlab-org/gitlab!162483 (comment 2045955318)

The `parallel` key was removed from the job definition, causing it to
inherit from the job it extends, which has `parallel: 6`.

This propagated to the `jest-with-fixtures vue3 predictive` job as well.

Removes tests related to markdown snapshots and the
glfm-verify job. This is the first step to completely remove
all tests related to GLFM snapshot specs.

Part of #468194.

For #468194, we want to add
a new set of jobs that run Jest specs with Vue 3 in merge requests.

This makes it clearer that the hidden job definition is specifically for
the nightly pipeline run, and not just for Vue 3 Jest jobs in general.
