This moves the following things to Core:
- Jira DVCS Connector
- Jira Connect App
- Usage ping for those two features

and removes any license check related to them.

Adds a new key to the usage ping that counts
the number of protected branches used in an
instance excluding branches named main, master
or the default for the instance.

The `merge_requests_users` metric is specific to create stage so
it's more appropriate to move it to the appropriate section.

projects_slack_notifications_active and projects_slack_slash_active are
legacy keys that we're not using on any dashboard anymore. We can remove
them.

Also adds the "counts_monthly" section to the usage ping

This is so it can show up on versions.gitlab.com. It also makes
sense to be added under that section since it's a count.

This is an MVC for tracking _some_ information around
customer topology via a Usage Ping, where the data is
collected from Prometheus.

Only a single metric is sent at the moment.

This removes influxdb from our Gitlab::Metrics module. It also removes
influxdb sampling.

This change is part of
#212566 to move all Design
Management code to FOSS.

This change moves all code under `lib`.

New metrics:

- Instance level clusters enabled
- Instance level clusters disabled
- Clusters with a management project associated
